I would like to know if I can submit my application before my referee submits the LoR.

Or do I have to wait for him/her to submit?

Dear Sai,

Yes, you can submit and finalize your application without the letters of reference being received. In fact, I highly recommend you submit early. You will still be able to view a read-only version of your application, and you will have the ability to send reminder emails to your referee to upload their letter.
